Description

The Health Systems Trust (HST) wishes to appoint a Data Quality Assurance Manager who will be responsible for the ongoing improvement of quality, accuracy and completeness of the UBOMI BUHLE (UB) KwaZulu-Natal Project database, working within a pre-defined data governance structure. The role will entail recommendations and implementation of data quality improvement strategies in their domain. The Data Quality Assurance Manager will maintain the overall database integrity and quality, including routine data improvement, data auditing, enforcement of practice, and training to maximise the utility of the data for scientific analysis and health system strengthening. This is a fixed-term contract position, renewable based on performance and availability of funds.

Key Responsibilities

Leadership: • Develop and implement approaches for data-centric efforts and strategies, using subject-matter expertise and knowledge of data governance framework. • Provide guidance and review and resolve data issues using judgement on which issues need escalation or engagement with the UBOMI BUHLE Site Manager, facility staff or management. • Serve as an active and contributing member at the UBOMI BUHLE Data Leads’ meeting as well as the KwaZulu-Natal (KZN) Steering Committee. • Work closely with the Facility Information software/database developer, data analyst, UB Site Manager, Facility Information Officer (FIO) and the site Principal Investigator in ensuring that the data collected at the site are fit for the purposes of analysis, reporting and feedback to sites. Business process analysis and improvements: • Identify, research, and recommend changes to data policies and procedures when and where necessary to improve data quality. • Complete business process flows and data-mapping as required. • Serve as project lead for KZN data management and a key member for KZN PER data-management team, working in collaboration on system upgrades and new system implementations, including creating test plans for any proposed changes to the database. • Support the UB Central Data Manager and project Principal Investigators in data-cleaning and harmonisation efforts, data quality-checks, production of data outputs for analysis and publications, and reporting to funders and other stakeholders. • Support capacity-building among UB investigators in performing data analysis of the UBOMI BUHLE dataset, contributing to preparation of manuscripts, posters and other presentations. • Support the UB team, software developers and data managers in dashboard development of the central registry. Management and supervision: • Manage and evaluate day-to-day activities of Data Capturers to assess performance and work with HST’s Human Resources department to ensure optimal management of the Data Capture team. • Create and maintain a work environment that fosters, recognises and rewards supportive mentorship, professional excellence, respectful communication, creativity, positive energy, and accurate and timeous data quality. • Support the UBOMI BUHLE researchers and their data requests in collaboration with other KZN team members to ensure research-specific strategic database updates and relevant data transfers. • Contribute to the development and amendments of a data quality and safety (DQSP) protocol for the project. • Support the UBOMI BUHLE Central Data Manager in ensuring adherence to the data-sharing protocol. • Attend joint project team meetings (monthly), data-management meetings (bi-weekly) and Data Access Committee meetings (ad hoc). • Provide data for report compilation. • Ensure ad hoc attendance at other governance committee meetings as needed. • Identify and support the production of postgraduate theses focusing on the UB cohort.

Key Attributes

• Fluency in use of statistical tools such as Stata, R and possibly SQL. • Good interpersonal skills and scientific report-writing skills. • Excellent experience in use of Microsoft Excel and other Office packages (e.g. Word, PowerPoint). • Additional hours and/or pressure may be experienced during data-intensive projects such as system upgrade implementation or changes in deadlines for data payloads. • Flexibility and a positive attitude in delivering assistance to meet the project’s challenges and changing needs. • A valid driver’s licence.

Diploma

Qualification Required

• Tertiary level education in data analytics, public health, epidemiology, biostatistics, statistics, or equivalent experience. • A Master's degree would be advantageous.

Experience Required

• At least four years’ experience in an analytical role applying epidemiological and/or statistical concepts to public health-related data analysis, preferably with HIV/AIDS, TB and maternal health data. • Knowledge in perinatal epidemiology will be an advantage. • Experience in working with Department of Health data management systems, i.e. WebDHIS and TIER.Net. • Project management training and experience
