DISTRICT INFORMATION OFFICER

Description

The Health Systems Trust wishes to appoint a District Information Officer to support and strengthen data management, data-quality improvement, and use of data for health programme and health service planning, management, monitoring, evaluation and reporting in the Zululand District of KwaZulu-Natal. This is a fixed-term contract position, renewable based on funding and performance. The incumbent will be based at HST’s Office in Ulundi, Zululand.

Key Responsibilities

• Build and maintain partnerships with all stakeholders, including provincial and district Departments of Health (DoH) staff and non-governmental organisations (NGOs) to ensure effective implementation of health information policies and systems in support of district health service delivery • Co-ordinate the collection, analysis, presentation and appropriate utilisation of district health and management information at facility and district level as well as timeous submission of required data to provincial level • Extract system information to guide strategic planning and performance review initiatives in the district • Oversee data capturing and elimination of backlogs at all levels within the district • Render information provision services to the District Health Management Team • Conduct data verification, maintenance and safe-keeping, and generate reports as required • Oversee the use and reliability of computer equipment in the District Office and within the district, including back-up systems and software • Support Facility Information Officers, Data Capturers and Operational Managers to improve data collection, data quality, and timeous reporting of information in the district • Adapt systems and compile standard reports in response to user requests to facilitate user-friendly graphic representation of information • Conduct data-quality assessments, and support and monitor the development and implementation of Data Quality Improvement Plans at all levels within the district • Build the capacity of Health District Managers, Facility Information Officers, Data Capturers, PHC Operational Managers and Supervisors.

Key Attributes

• Computer literate with proficiency in Microsoft Office, e.g. Excel, Word, PowerPoint • A valid driver’s licence. • Proven ability in presentation and facilitation skills • Excellent administrative and organisational skills • Ability to work under pressure and meet deadlines • Good time-management skills • Sensitivity to the political, confidential and ethical issues pertaining to patient information (in line with the Protection of Personal Information Act), and as well as to cultural differences, is a key requirement.

Qualification Required

• A graduate-level qualification or equivalent in health or a data management-related field; a postgraduate degree would be advantageous. • Formal training in Monitoring and Evaluation (M&E) will be an advantage. • Project management training and experience will be an advantage. • Formal training and/or proven knowledge of the South African National Health Information Systems ? as required by the position (e.g. TIER.Net, WebDHIS, HPRS, and/or SyNCH)

Experience Required

• Five years’ Health Management Information System (HMIS) experience, e.g. health-related programme data collection, quality assurance, collation, analysis and reporting • Three years’ experience with the South African National Department of Health Information Systems, e.g. TIER.Net, WebDHIS, HPRS, SyNCH • Three years’ experience in supervising all designations of staff at facility and/or sub-district level • One year of experience working in a non-governmental organisation (NGO) and/or a Department of Health environment • Experience in building capacity for Health Management Information Systems (HMIS), e.g. development of training materials, conducting/facilitating trainings, coaching, mentoring and providing support • M&E and/or scientific research experience, e.g. for the review, analysis, reporting and use of good quality health-related data to monitor performance against set programme targets • Familiarity with the Public Health sector and District Health System in South Africa • Good understanding of the South African health system, including National Department of Health policies, management and health information systems and structures.

Remuneration

A salary package commensurate with the successful candidate’s experience and qualifications and in line with HST’s Job Grading System will be offered.
