Description

The Health Systems Trust (HST) wishes to appoint a Differentiated Model of Care (DMoC) Co-ordinator for the South Africa Sustainable Response to HIV and AIDS (SA SURE) PRO Project to manage Pharmacists and Post-Basic Pharmacist Assistants and render pharmaceutical support in health facilities. The incumbent will be responsible for the management and support of the Central Chronic Medicines Dispensing and Distribution (CCMDD) strategy, as well as Drug Information Systems throughout the uThukela District, and will liaise with relevant stakeholders within the Department of Health in support of the TB and HIV programme. This is a fixed-term contract position, renewable subject to continuation of funding. The position will be based in uThukela District, KwaZulu-Natal.

Key Responsibilities

• Provide both operational and strategic support to the DMoC / Central Chronic Medicine Dispensing and Distribution (CCMDD) programme in uThukela District. • Management, mentorship and supervision of the Post-Basic Pharmacist Assistants and CCMDD van drivers. • Collaborate with District DMoC Champion, uThukela Project Manager and Cross-site Facilitators regularly to ensure optimal progression of the CCMDD strategy, utilisation of Synchronised Communication in Health (SyNCH), and retention of patients in care. • Provide pharmaceutical services support across all supported facilities and ensure synergy with other HST programmes. • Monitor compliance with the service-level agreements (SLAs) of CCMDD service providers and conduct data analysis thereof. • Assess pick-up point (PuP) service providers' progress toward SLA compliance and conduct random audits to ensure adherence to standard operating procedures (SOPs). • Conduct monitoring and evaluation (M&E) support visits to health facilities and PuPs. • Collaborate with the SyNCH team to implement Quality Improvement Plans (QIPs) for supported facilities. • Monitor and support Stock Visibility System (SVS) reporting and manage stock challenges promptly. • Generate strategic plans for district support to ensure optimal progression of the CCMDD strategy/utilisation of SyNCH and retention of patients in care. • Provide support for the implementation and roll-out of differentiated care models to all supported facilities. • Collaborate with other HST programmes by attending SA SURE PRO meetings, site visits, and providing CCMDD/DMOC programme updates. • Analyse data to identify training gaps and develop interventions to address them. • Train staff at facilities on National Department of Health programmes and systems. • Identify, recruit, train and support staff at external PuPs on National Department of Health programmes and systems. • Ensure the maintenance of monitoring and evaluation systems. • Monitor compliance with standard operating procedures relating to differentiated models of care and initiating quality improvement interventions. • Monitor CCMDD dashboards and identify gaps for training and interventions. • Monitor CCMDD script rejections in the district and institute remedial training interventions. • Maintain effective communication with the District. • Recruit Post-Basic Pharmacist Assistants and train pharmaceutical personnel in the district. • Support and integrate with all HST programmes. • Submit mandatory reports timeously. • Represent HST and the facility in stakeholder meetings and workshops and trainings. This position reports to the DMoC Manager, KwaZulu-Natal.

Key Attributes

• English language proficiency, both verbal and written, and in isiZulu would be an advantage • HIV/AIDS STIs and TB (HAST) management, M&E and quality improvement • Experience in mentoring, coaching and supervising teams • Experience working in a donor-funded environment/NGO project-based organisation • Extensive knowledge of HIV/TB/STI prevention, treatment, care and support programmes, with in-depth understanding of the South African public health system, including the policy and management structures at national, provincial, district, sub-district and facility levels • Exceptional analytical and quality improvement skills • Effective organisational, management and facilitation skills • Ability to work independently and as part of a multidisciplinary team • Computer literacy and advanced knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook) • Ability to work with minimal supervision and be deadline-driven • Human resource management skills • Knowledge of the Department of Health’s ordering channels and a good understanding of medicine supply management and good pharmacy practice • Knowledge of RX Solution and SVS stock systems • Presentation and training skills • Good counselling, interpersonal and communication skills • Ability to both lead and work as a part of a team • Accuracy and attention to detail • Willingness to travel to and work in rural areas • A valid South African driver’s licence.

• Bachelor of Pharmacy (BPharm) or an equivalent qualification. • Registration with the South African Pharmacy Council (SAPC). Preferred/advantageous qualifications: • Postgraduate qualifications or additional training in: 1. Public health 2. HIV/AIDS management 3. Health systems strengthening • Project Management qualification

Experience Required

1. Pharmaceutical management experience: o At least five years’ experience in a pharmaceutical environment, with a minimum of two years in a supervisory or management role. o Experience in medicine supply management, including familiarity with systems like Stock Visibility System (SVS) and Rx Solution. 2. HIV/TB/STI Programme implementation: o Hands-on experience with HIV, tuberculosis (TB), and sexually transmitted infection (STI) prevention, treatment, care, and support programmes within the South African public health context. o Experience in implementing and managing differentiated models of care, particularly within the context of the CCMDD programme. 3. Donor-funded/NGO experience: o Previous experience working in a donor-funded environment or within a non-governmental project-based organisation, with an understanding of the dynamics and expectations of such settings. 4. Training and mentorship: o Proven track record in training, mentoring, and supervising healthcare professionals. o Experience in developing and conducting training programmes for healthcare staff on national health programmes and systems. 5. Quality improvement initiatives: o Experience in quality improvement and M&E, with the ability to identify gaps, develop interventions, and implement improvement plans. 6. Stakeholder engagement: o Experience in liaising with stakeholders within the Department of Health, particularly in the context of TB and HIV programmes, to ensure effective collaboration and programme implementation. o 7. Project/Programme management: o Experience in strategic planning, managing complex health programmes, and ensuring the achievement of programme objectives. o Ability to analyse data to identify trends, training gaps, and areas for improvement, and to develop appropriate interventions. o 8. Human resources management: o Experience in recruiting, training, and managing pharmaceutical personnel, ensuring they are equipped to meet the demands of the CCMDD and other health programmes.

Remuneration

A salary package commensurate with the successful candidate’s experience and qualifications and in line with HST’s Job Grading System will be offered.
