Description
The Health Systems Trust (HST) wishes to appoint a Clinical and Technical Lead for the South Africa Sustainable Response to HIV and TB (SA SURE PRO) Project. The project aims to strengthen local capacity for the provision of sustainable HIV- and TB-related care and treatment. The Clinical and Technical Lead will provide strategic, clinical and technical leadership and oversight for all HSS projects, and technical support and capacity development of internal and external stakeholders with regard to advanced HIV clinical care. This is a fixed-term contract position, renewable based on continuation of funding and performance.
Key Responsibilities
• Provide strategic, clinical, and technical direction for all HSS programmes and projects by leading and guiding HSS project teams and offering strategic, clinical, and technical expertise to ensure effective implementation and alignment with organisational goals. • Actively participate in the creation and refinement of annual project plans, ensuring that they are aligned with overall organisational priorities and performance metrics. • Review programme and project implementation by conducting regular reviews, identifying areas for improvement, and ensuring timeous and effective delivery of objectives. • Ensure application of evidence-based good practices in HIV, TB, and other diseases across programme and project implementation by overseeing their integration into all HSS project activities, ensuring high-quality, impactful interventions. • Address clinical and performance challenges in HSS projects by identifying clinical and performance issues within projects, and designing and implementing targeted interventions to address them, thereby improving overall project outcomes. • Lead the development and execution of quality improvement (QI) initiatives, ensuring continuous enhancement of service delivery and clinical performance. • Support development of proposals for funding by collaborating with the team to draft and submit funding proposals, ensuring that they meet donor requirements and are aligned with HSS priorities. • Contribute to the development of HSS strategy by providing input to the development and refinement of the strategy, ensuring that it reflects current needs, good practices, and future challenges. • Ensure regular compilation, review, and presentation of detailed progress reports on HSS projects, highlighting key achievements, challenges and recommendations for improvements. • Provide teleconsultation support to HSS clinicians to address clinical challenges and provide guidance on patient care protocols when necessary. • Take proactive steps to enhance clinical governance by implementing policies, training programmes, and monitoring systems that ensure high standards of care. • Actively represent HST at technical working group meeting or relevant forums at the national and provincial levels, contributing expertise and advocating for HSS objectives. • Contribute to the conceptualisation and design of research projects, implementation science and programme evaluations that focus on improving the effectiveness and impact of HSS programmes. • Participate in meetings with funders and other stakeholders by representing HSS in discussions, fostering positive relationships, and securing support for ongoing and future projects. • Ensure the quality of HSS clinical support through monitoring and provision of high-quality clinical support across all HSS projects, making adjustments as needed to maintain clinical excellence. • Participate in strategic project meetings and weekly reviews with technical and project leads to give feedback on workplan progress and outputs. • Manage capacity-building and QI interventions for the multiple projects at district, programme and provincial levels, as needed. • Support synchronisation activities within and between the HST teams for a more standardised and sustained response. • Provide routine project reporting with accurate and clear input for the donor and the Department of Health. • Strengthen the use of shared information on multiple platforms for improved project performance.
Key Attributes
• In-depth knowledge of the Health Act and its Regulations. • Knowledge and understanding of the HPSCA Code of Ethics and Professional Practice. • Knowledge and understanding of the current National Department of Health (NDoH) policies and guidelines. • Broad knowledge of HIV/AIDS and STIs (HAST) and tuberculosis (TB) epidemics. • Knowledge and skills to manage and treat chronic illnesses. • Knowledge of the District Health Information System (DHIS) and TIER.Net. • English language proficiency, both verbal and written. Travel • The incumbent must have a valid driver’s licence, and be willing and able to travel as required.

Qualification Required
• A Bachelor’s degree in Medicine and Surgery (MBChB) is essential. • A Diploma in HIV Management or relevant courses would be advantageous. • Current registration with the Medical and Dental Board of Health Professions Council of South Africa (HPCSA) is mandatory
Experience Required
The incumbent must be trained in at least one of the following areas: • Health systems: Demonstrable knowledge of health system strengthening, including the World Health Organization’s framework of ‘building blocks’ • Leadership and management: Relevant HIV management training, with experience in management • Clinical care: Understanding of quality improvement processes and concepts • Monitoring and evaluation: A good understanding of the importance and role of health information systems in health system strengthening
Remuneration
A salary package commensurate with the successful candidate’s experience and qualifications and in line with HST’s job grading system will be offered.
