Description
The Health Systems Trust (HST) is seeking to appoint an M&E Technical Advisor to support the monitoring and evaluation of the PrEP services. The successful candidate will support programme monitoring, strengthen data quality, and improve the use of routine programme data to inform decision-making across national, provincial, and district levels. The candidate will be seconded to the National Department of Health (NDoH) and based at their offices, with travel to provinces and districts as required. This is a fixed-term contract position renewable subject to funding availability and performance.
Key Responsibilities
• Develop and support the implementation of the PrEP M&E framework. • Ensure that approved PrEP indicators and data elements are correctly configured and maintained on SyNCH. • Monitor the accuracy and completeness of PrEP data captured on SyNCH and oversee routine data quality assessments. • Analyse SyNCH data to monitor PrEP programme performance and identify data gaps or trends. • Generate routine monitoring reports to support national, provincial, and district reporting requirements. • Use monthly reports to identify programme performance gaps and support districts to implement quality improvement plans. • Provide technical support to provincial and district teams in interpreting programme data and strengthening data use. • Support training and mentorship on monitoring tools, reporting processes, and the effective use of programme data.
Key Attributes
• Knowledge of public health sector policies and procedures. • Strong ICT competence, including the ability to troubleshoot and support digital health tools. • Demonstrated experience in data analysis and using data for programme decision-making. • Proficiency in English, both written and verbal.

Qualification Required
• Degree in Public Health, Health Sciences, Epidemiology, or a related field. • Qualification or certification in Monitoring and Evaluation. • Valid driver’s license.
Experience Required
• Minimum five years’ experience in health programme monitoring and evaluation. • Experience in public health, digital health, or health systems strengthening. • Experience working with DHIS2 or digital health reporting systems. • Experience working with HIV or PrEP programmes. • Experience in training, facilitation, and capacity building at different levels. • Experience in stakeholder engagement and collaboration. • Experience in health data management, data validation, and interpretation of routine programme reports.
Remuneration
A salary package commensurate with the successful candidate’s experience and qualifications and in line with HST’s Job Grading System will be offered.
