Description

The Health Systems Trust (HST) seeks to appoint a Monitoring & Evaluation Officer for the Breast Cancer Navigation Project in Zululand and Gauteng. The M&E Officer will support the implementation of the Breast Cancer Navigation Project by strengthening monitoring, evaluation, reporting and learning systems across supported districts and facilities. The role will ensure timely collection, verification, analysis, reporting and use of high-quality breast cancer diagnosis, referral, treatment initiation and patient navigation data to improve patient tracking, continuity of care, programme performance and evidence-based decision-making. The incumbent will work closely with the Project Manager, Lead Navigator, Nurse Clinician, Department of Health teams, facility staff, data capturers and partner organisations to strengthen the project’s evidence base and support continuous quality improvement. This is a fixed-term contract, renewable based on performance and funding.

Key Attributes

• Proven ability in presentation and facilitation skills • Excellent administrative and organisational skills • Ability to work under pressure and meet deadlines • Good time-management skills • Compliance with confidential and ethical issues pertaining to patient information (POPI Act) • Familiarity with the public health sector, District Health System and cancer care referral pathways in South Africa. • Good understanding of the South African Department of Health system, including policies, management and health information systems and structures

Qualification Required

• Degree or National Diploma in Statistics, Monitoring and Evaluation, Information Management or a related field. A post-graduate qualification will be advantageous. • Formal training in Monitoring and Evaluation (Note: Can be stand-alone or M&E module as part of formal study e.g. Post-graduate in Public Health) • Formal training and/or proven knowledge of the South African National Health Information Systems – as required by the position (e.g. Tier, WebDHIS, HPRS, and/or SyNCH) • Computer literate with proficiency in Microsoft Office e.g. Excel, Word, PowerPoint • A valid driver’s licence • Preferably based in Zululand district

Experience Required

• At least 3 years’ experience in health programme monitoring and evaluation, including data collection, data quality assurance, collation, analysis, reporting and use of health data for decision-making. • Experience in oncology, women’s health and health system strengthening will be an advantage • Experience working with South African Department of Health information systems and project databases, including WebDHIS, HPRS, Tier.Net, RedCap or similar tools. • Experience supporting facility, sub-district or district teams with data verification, reporting, dashboard development and use of data for programme improvement. • Experience working in an NGO, Department of Health, public health programme or donor-funded project environment. • Experience in breast cancer, oncology, women’s health, patient navigation, referral tracking or chronic care cascade monitoring. • Experience developing M&E tools, indicator reference sheets, dashboards, data quality assessment tools and routine performance review reports.

Remuneration

A salary package commensurate with the successful candidate’s experience and qualifications and in line with HST’s job grading system will be offered.
